Andrea Rossi's devices have been tested twice by a group of "independent professors," it's claimed. See the subpage. The second report, of a test performed in 2014 in Lugano, Italy, has received wide comment.
Just to begin this, in April, 2016, Rossi filed a lawsuit in U.S. Federal Court, Southern District of Florida, over the failure of Industrial Heat, LLC, to pay him $89 million as the third payment in an Agreement to buy a 1 MW reactor ($1.5 million), full disclosure of his IP (intellectual property) and a licence for about half the planet, including the U.S. and China ($10 million), and then the final payment on completion of a 1 year test ($89 million). Rossi claims that the agreed expert signed off on the test. The documents filed in court reveal a great deal that was secret and private before. Industrial Heat has not yet Answered the Complaint, but has filed a Motion to Dismiss on technical grounds. It appears that Industrial Heat itself was funded by a group of investors, including officers from Cherokee Partners, a $2.2 billion fund that invests in environmental cleanup projects. Industrial Heat has also raised $50 million from a British fund, and is rumored to have raised $100 million or so from the Chinese.
However, in a footnote to the Motion to Dismiss, and in a press release when the lawsuit was filed, Industrial Heat claims that they were unable to confirm that devices made with Rossi's instructions worked. Industrial Heat has also invested in other approaches to low-energy nuclear reactions, funding several well-known efforts.

The image above is of the "customer area" at the alleged 1 MW power installation. This is one of the images in Exhibit 26, referenced in the Amended Answer filed August 11, 2016. From that Answer:

Indeed, when Murray eventually gained access to the Plant in February 2016 and examined the Plant, the methodology being used to operate the Plant, and the methodology being used to measure those operations, he immediately recognized that those methodologies were fatally flawed. Some of the flaws that he was quickly able to identify are explained in Exhibit 5. Murray also recognized that the building in which the Plant was located had no method to ventilate the heat that would be produced by the Plant were it producing the amount of steam claimed by Rossi, Leonardo, and Penon such that persons would not have been able to work in the building if the Rossi/Leonardo/Penon claims were true. This conflicted with the claims of individuals who had been in the building when the Plant was operating, all of whom claimed the temperature in the building was near or not much greater than the outside temperature.
